Balluku is accused of violating equality in the tender process, as SPAK investigates her actions during the development of the project funded with 18.9 billion lek

The Special Prosecution Against Corruption and Organized Crime (SPAK) has officially notified the Minister of Infrastructure and Energy, Belinda Balluku, of charges for the criminal offense of “Violation of the equality of participants in public tenders or auctions,” in collaboration, under articles 258/2 and 25 of the Penal Code.


The investigation is being conducted within the framework of criminal proceeding no. 136 of 2025, merged with proceedings nos. 167 and 181 of 2024. According to SPAC, the charges relate to Balluku’s actions as minister in one of the public procurement procedures for the “Construction of the Llogara Tunnel” project, on the Orikum-Himarë section of the SH8 highway.


The procedure was initially carried out on December 11, 2020, but after being canceled, it was reopened on June 22, 2021, with a maximum budget of 18.9 billion lek without VAT. SPAC continues the investigation to clarify all circumstances of the case.
