Bujar Pregja states it bluntly: It was not a penalty!

There has been much controversy surrounding the penalty awarded against Skënderbeu. On a television station, the video analysis specialist, Bujar Pregja, stated: "It might not have been given, because if we look carefully, it's the Dinamo player who fouls the Skënderbeu player. This foul is clear, thus a doubtful penalty."

So, it seems clear that the referee made a mistake. To be fair, it's half the evil, as referee Shahini should have consulted the VAR system to correct it, but it seemed he had made up his mind to award the penalty.
