Debts for EDO bills: the stock of outstanding obligations reaches 80.89 billion lekë

The total debt that customers owe to the Electricity Distribution Operator (OSHEE) saw a slight increase during 2025 compared to 2024.


According to official data from the Energy Regulatory Authority, the value of unpaid obligations to EDO from household customers, state institutions, water utilities, and businesses reached 80.89 billion lekë by the end of December 2025, up from 80.43 billion lekë at the end of 2024.


This change in the overall debt level comes as a result of a decrease in unpaid obligations from businesses and household consumers, while the stock of debt from state institutions and non-budgetary clients, including water utilities, recorded an increase.


Thus, for the business category, debt decreased to 9.49 billion lekë, from 10.34 billion lekë at the end of 2024, while for households it fell to 45.16 billion lekë, from 45.48 billion lekë.


Meanwhile, for state institutions, the level of unpaid electricity bills at the end of December 2025 reached 5.32 billion lekë, up from 5.05 billion lekë a year earlier. As for the non-budgetary category, outstanding obligations reached 20.91 billion lekë at the end of 2025, from 19.54 billion lekë at the end of 2024.
