From 61 to 46 municipalities: Maliq faces major territorial reform

The Socialist Party has presented its proposal for Territorial Reform, which envisages the reorganization of local government units and the merger of 15 municipalities across the country.

According to the proposal, the municipalities to be merged are: Fushë-Arrëz, Klos, Rrogozhinë, Dimal, Poliçan, Patos, Divjakë, Selenicë, Maliq, Këlcyrë, Memaliaj, Libohovë, Cërrik, Belsh, and Përrenjas.

The new model aims to preserve the municipality as the main unit of local self-government, with a single mayor, a municipal council, one administration, and a unified budget.

One of the key changes in the proposal is the creation of a new level of local organization called the "City." This structure would replace the current "Municipality – Administrative Unit" model with the new "Municipality – City – Administrative Unit" model.

Under the proposal, the city will play a greater role in planning, representation, and the coordination of public services. It will also have a deputy mayor responsible for administering this level.

In practice, the reform provides for the consolidation of 28 existing municipalities into 13 new municipalities.

The total number of municipalities would be reduced from 61 to 46, while the new structure would include 71 constituent cities and 387 administrative units.

According to the draft proposal, 20 municipalities will have more than one city, with the aim of improving representation and making the organization of public services more efficient for citizens.
