Government decision / Rules for online betting approved: Real-time monitoring! No more anonymous players

The return of online sports betting in Albania will come with one of the strictest technical and supervisory frameworks in the region. Through a government decision, the Council of Ministers has approved the essential standards that every licensed operator must meet, from server infrastructure to tracking every financial transaction in real time by the state.


The purpose of this act is clear: eliminate the black market, protect consumers, and ensure full fiscal transparency.


Strict filters for players and accounts


One of the main pillars of the decision is ending anonymity in online gambling. The new systems will not allow any registration without full identity verification.


Identification requires uploading a scanned ID, verifying legal age, and linking the account to a phone number or email.


Accounts will be protected with complex passwords (minimum 9 characters) and two-factor authentication (2FA). After 5 unsuccessful login attempts, the account is automatically blocked.


Platforms are required to provide instant options for “self-exclusion” and setting financial limits. The system will automatically reject any bet exceeding the limits set by the user.


Infrastructure and state supervision


To ensure that no data or winnings can be manipulated, the government has set strict rules for backend infrastructure. Platforms must have architecture capable of handling high traffic, with response times under 200 milliseconds and guaranteed 99.9% uptime.


Most importantly, full integration with state institutions is required. Every betting ticket, payment, and winning will be transmitted in real time to the Central Online Monitoring System (SQMO) under the Gambling Supervision Authority (AMLF). All digital logs must be immutable and stored for at least five years for auditing purposes.


For security reasons, at least one complete copy of the database must be stored physically within Albanian territory, with a backup copy located at least 50 kilometers from the main server.


Mandatory international certifications


To operate in the Albanian market, operators cannot use amateur software. They must prove their quality through a series of accredited global certifications.


Transactions and electronic receipts


Deposits and withdrawals will be carried out exclusively through bank channels or licensed financial agents, targeting money laundering. Every electronic receipt or ticket must include the operator’s tax ID, exact time, potential winnings, payment reference, and the legal warning: “Gambling creates addiction. Exercise caution in prolonged play!”


The decision is expected to take effect 30 days after its publication in the Official Gazette, giving operators a window to adapt to these technological requirements.
