License is permanently revoked when… / Amendments to the Road Code revealed, stricter measures for drunk drivers

The Socialist Party has proposed a package of amendments to the Road Code of the Republic of Albania, foreseeing stricter measures for those who violate traffic rules.


According to the amendments submitted to Parliament, drivers caught operating a vehicle without a driving license will have their right to obtain a license postponed for one year, while for minors the waiting period will be extended by two years from the moment they become eligible to obtain it.


Significant changes are also foreseen for new drivers holding a Category “B” license for the past 24 months. For them, a total ban on alcohol in the bloodstream is proposed, along with speed restrictions and a ban on driving between 00:00 and 06:00 without an experienced accompanying driver.


The draft amendments also include stricter measures regarding the use of mobile phones while driving, covering bicycles, electric scooters, and motor vehicles up to 50 cc.


One of the strongest points of the package concerns driving under the influence of alcohol. According to the proposal, repeat offenders caught driving with a blood alcohol level above 0.5 g/l would have their driving license permanently revoked.


The amendments also include higher fines for serious traffic violations, such as aggressive maneuvers, frequent lane changes without signaling, and dangerous behavior in urban areas.
