“Naim Frashëri” School in Korçë, challenges in eradicating segregation in education

A decision by the European Court of Human Rights in Strasbourg, issued several years ago, condemned the Albanian state for segregation at “Naim Frashëri” School in Korçë, holding official institutions responsible for the separation of Roma and Egyptian children and for manifestations of racial discrimination.
This ruling served as a wake-up call for the country’s educational institutions. Subsequently, special structures and mechanisms were established, in line with Strasbourg’s recommendations, aimed at improving the learning process and removing the school from its segregated status.
Similarly, representatives of the Council of Europe in Albania acknowledge that positive steps have been taken to improve conditions, not only at this school but more broadly across the education system.
However, despite institutional measures and the commitment of educational structures, the complete eradication of segregation remains an ongoing challenge. Experts emphasize that sustainable change requires not only education policies and investment but also a transformation of social attitudes, so that every child has equal educational opportunities, regardless of origin or background.
