Prison scandal / Director and staff under investigation for fuel theft and document forgery

In 2023, a serious case of abuse and scandal was uncovered at the Fushë Krujë prison, where the then-director, Qazim Hoxha, and several employees came under investigation. According to the prosecution, they are suspected of stealing the institution’s diesel fuel, which was then used for personal purposes.


The investigation began after a report by the Internal Control Service of Prisons (SHKBB), which raised suspicions about the use of a “Renault” vehicle with the license plate TR 2486 J. According to official documentation, the vehicle allegedly traveled over 2,000 kilometers per month and consumed 300 liters of diesel, but verifications revealed it had left the institution only 22 times over the course of a month and a half.


Furthermore, through wiretaps and surveillance carried out by CSP, it was found that the vehicle was not at the institution on several monitored days, and there are suspicions that the electronic fuel card assigned to the vehicle was used to fill personal cars, including those of the director.


The falsified reports and fictitious travel logs for the vehicle amount to over 19,000 kilometers during the investigated period, confirming manipulation of documentation and misuse of resources.


Following these findings, the Tirana Court imposed precautionary measures on the prison director, including suspension from duty and confiscation of his passport.


Investigations are ongoing to identify and punish all individuals involved in this criminal activity, which undermines the trust and integrity of institutions.
