The race for 6 department directors in the State Police is closed, 9 candidates in the competition

The application deadline has closed for the competition for the heads of six main departments at the General Directorate of the State Police. The deadline for submitting applications ended on Friday, July 17, while a total of 9 candidates have entered the process.


Sources from the process say that the candidates will compete to lead the most important police structures, while six of them are expected to be appointed as department heads.


The candidates in the race are: Pëllumb Seferi; Artan Barjaktari; Lorenc Panganika; Saimir Muça; Hergis Jica; Idajet Faskaj; Ferdinand Mara; Alban Dauti; Lufti Minxhozi.

The departments for which the competition is being held are:


Department of Criminal Police

Department of International Relations

Department of Support Services

Department of Public Order and Security

Department of Information Technology

Department of Border and Migration


The competition process was opened by order of the Director General of the State Police, Skënder Hita, with the aim of selecting the heads of these structures for the first time through a competitive procedure.


A few months ago, the competition for department leadership positions was canceled following a lawsuit filed by former head of the National Bureau of Investigation (NBI), Aida Hajnaj, at the Administrative Court, after she was not reinstated in the same position she had previously held in the State Police. Her subsequent appointment to a department leadership position resolved the situation and allowed the process to continue.

According to the criteria set out in the Law on the State Police, candidates must hold the rank of middle management role, must not have received serious disciplinary measures during the last three years, must have no conflict of interest, and must meet the legal and health requirements for carrying out the function.


In the coming days, the other stages of evaluation are expected to be carried out by a special commission within the State Police. At the end of the process, the new heads of the six departments will be announced.


Their appointment will be made upon the proposal of the Director General of the State Police and with the signature of the Minister of Interior, Besfort Lamallari. This is expected to be the first and last time that department heads in the State Police are selected through a competition, as changes to the Police Law are expected to be approved in Parliament, which foresee the removal of competitive procedures for lower management levels, with the exception of the position of Director General.
