Kevin Norra, the 23-year-old who caused the tragic accident with two fatalities on the Delvinë–Sarandë stretch, is reportedly a specialist at the Ministry of Interior—a fact that had so far been kept hidden by police authorities.
The young man, traveling from Saranda to Gjirokastër, made an improper overtaking maneuver that proved fatal. Police tests revealed he was intoxicated, with blood alcohol levels of 1.52 mg/l in the first test and 1.42 mg/l in the second.
Elvisa and Rozina Dhimaku, aged 22 and 20, were traveling together with a friend when the Audi driven by Kevin Norra collided head-on with their vehicle.
The two sisters died instantly at the scene, while their friend was seriously injured and rushed to the Trauma Hospital, where she remains in intensive care.
Norra is currently in custody and faces charges for “Violation of traffic rules” and “Improper driving of a vehicle.”
