The “Rama 4” government program foresees an increase in the average teacher salary to 1,250 euros by 2029.

• Raise the average teacher salary to 1,250 euros by 2029.
• Build 200 new schools equipped with European-standard infrastructure and modern technology to ensure quality education for every student.
• Install 1,000 smart laboratories in schools by 2027, guaranteeing access for every student to digital technology learning.
• Expand online educational services, digitalize testing, and ensure automatic recognition of diplomas through the establishment of a specialized agency certified according to international standards.
• Implement a food program in every district center and launch a new after-school program within the fourth mandate.
• Develop new curricula where digital technology, innovation, and artificial intelligence are fully integrated, while all teachers are trained to apply them using digital skills and modern teaching methods.
• Ensure free textbooks for 236,000 basic education students, students from national minorities, and special social categories in high schools.
• Digitalize education and integrate artificial intelligence into teaching and learning, providing online school textbooks through the SMIP platform and full digital services from enrollment to communication with parents.
• Invest in equipping schools with smart cameras, double the number of security officers, and increase the presence of psychologists and social workers in schools.
• Increase the number of teaching assistants to support children with disabilities and invest in resource classrooms in every school, as well as personalized teaching platforms tailored to the specific needs of students.
• Expand public school transport and provide free transport for students and teachers who travel long distances from their residence in designated areas.
• Support the development of schools with artistic and sports orientations, ensuring their autonomy and financial support, and create a new model of schools with a scientific focus and emphasis on innovation, starting with the opening of the Franco-Albanian Lyceum.
• By 2027, expand the financial support program for teachers in the diaspora and strengthen support for children and teachers of the Albanian language with free books and the creation of a platform for learning the Albanian language and culture.
• Double the number of students in vocational education by investing 60 million euros in building vocational schools and installing technical laboratories.
• Achieve that 35% of all students attend vocational education and ensure that by 2030 all vocational education students have dormitories meeting European standards.
• Restore the internationalization of universities as a guide for development policies in higher education, aiming to open branches of prestigious international universities and expand joint, dual, and foreign-language programs.
• Open a campus of the Technological University of Compiègne at the Polytechnic University of Tirana, enriching the academic offerings for both domestic and international students.
• Involve the academic diaspora in policy development, teaching, and scientific research through government programs that transfer the best international experiences and create collaboration bridges.
• Build a research-scientific system aligned with the EU model by implementing the legal framework for science and doubling investments in modern laboratories at public universities, institutes, and research units.
• Launch financial support for doctoral programs for young researchers, including the academic diaspora, and encourage academia-business collaboration, aiming for Albania’s research system to attract funding comparable to EU countries through the Horizon Europe program.
• Improve university and research infrastructure by establishing new campuses and major investments, including the construction of the University of Tirana and College of Europe campuses, development of the Durrës University campus, completion of investments at Polytechnic University campuses, and building the Faculty of Medical Sciences at Elbasan University.
