Everyone betrayed Ajola! Fier tender and testimony: "I only had my name there, I signed quickly because I was on maternity leave"

All employees of Ajola Xoxa's office have turned against her when questioned by the Special Prosecution Office, revealing that the actions they carried out through invoices were pushed and influenced by Ajola Xoxa.


The statements of the employees who once served at Ajola Xoxa’s offices—such as Ines Dani, Adela Kondakçiu, and Greta Domi—have implicated the wife of Tirana's mayor, Erion Veliaj, exposing her as part of a network of NGOs aimed at securing projects through public funding.


Ajola Xoxa, through her connections with the mayor of Fier, Armando Subashi, managed to win a tender in the municipality of Fier worth 24,650 euros.

This amount was to be provided by the "IPA" program of the Italy–Albania–Montenegro Cross-Border Cooperation 2014–2020.


The project was won using documents submitted by Ines Dani, an employee at Ajola Xoxa’s office, who had registered as a sole proprietor (“Person Fizik”).

The document was also signed by Armando Subashi, in his capacity as Mayor of Fier, who approved the procedure.


On December 12, 2019, a contract was signed between the Municipality of Fier, represented by Armando Subashi as head of the Contracting Authority, and "Ines Dani" as a sole proprietor.


On June 2, 2021, the working group issued a report titled: “On the submission of external expertise for the legal proposal for the 3C4SME project.”


The working group also documented the delivery of the work completed in accordance with the terms of reference, outlining the tasks fulfilled by contractor Ines Dani and the staff of the Municipality of Fier.


From communications obtained between Ines Dani and finance officer Adela Kondakçiu, as well as messages with Ajola Xoxa—who in fact controlled the activities of Ines Dani and Greta Domi as sole proprietors—it appears that Ines Dani had no knowledge of the contract's content, the project activities, or the related invoices.


On the contrary, she considered herself uninformed and stated that she “...only had her name on it...”, leaving all decisions regarding the management of funds and preparation of documentation to Erion Veliaj’s wife, Ajola Xoxa.


Ines Dani declared that she had signed the contract “...in a rush...”, while on maternity leave and could not remember the details. She clarified that she did not participate in any meetings about the project, did not prepare any reports, and did not follow the implementation of the contract.


On the other hand, Greta Domi, who is registered as a sole proprietor with the same business activity as Ines Dani, stated that she had issued invoices on behalf of “Partners Law” (Ajola Xoxa’s firm) and had been instructed by her for every financial transaction.

She admitted that her relationship with Ajola Xoxa was close and that for many transactions she had no knowledge of the source or final destination of the funds.


Greta Domi added that she only invoiced and signed upon Ajola Xoxa’s request, without playing any real role in the activity for which the funds were obtained.

Mayor Armando Subashi stated that he had no detailed knowledge about the project's progress after signing the contract, and that the tender and selection procedures were fully delegated to a group formed by the relevant order.


He said that the contract with Ines Dani was signed based on the recommendation of the Offer Evaluation Commission and the documents officially submitted to him.

Meanwhile, two employees of the Municipality of Fier, Erinda Jovani and Sibora Kadriu, during questioning by SPAK, declared that they were not actively involved in the procedures for announcing the call or evaluating offers, as the documents had been prepared and presented in the office without going through the municipality’s protocol.


They declared that they had no knowledge about the selection method of the winner and had no contact with the competing entities.


Citizen Romina Tafaj, called to testify as part of criminal proceeding no. 27 of 2024, stated among other things that she is the founder and executive director of a non-profit organization called “Gjenerata e Re” (The New Generation), established in 2015, which engages in organizing cultural, sports, social, and other community-oriented activities.
