Formalization of agricultural trade, inspections begin for the invoicing of food products

Today marked the launch of a joint enforcement action by the Ministry of Agriculture and Rural Development, the Ministry of Finance, and the Tax Administration, focused on formalizing the agricultural and livestock economy.


The primary goal of this initiative is to ensure mandatory tax invoicing for every agricultural or livestock product entering the market, significantly improving traceability, safety, and transparency across the food supply chain.


The initiative aims to guarantee:

  • Clear information on the origin and composition of food products

  • Fiscal support for farmers who choose to formalize their activity

  • Increased competitiveness of Albanian products in both the domestic and export markets


Key points of the process include:

  • Every food business operator, including farmers selling their own products, will be required to issue a tax invoice for every sale

  • Electronic invoicing (e-invoice) will be the standard method of reporting, helping reduce informality

  • Entities trading food products without an invoice will be subject to inspection and penalized under Law no. 9920, dated 19.5.2008 “On Tax Procedures”


This process will continue on an ongoing basis, aiming to build a more formal, fair, and competitive economy both for producers and for Albanian consumers.
