The Socialist Party of Albania has presented four options for the new territorial reform, aimed at reorganizing local government in the country.


The first option envisions merging smaller municipalities with neighboring larger ones, as a way to increase efficiency and reduce fragmentation.


The second option proposes creating larger municipalities at the former district level, reducing the current number of municipalities from 61 to 36.


The third option keeps the current division of 61 municipalities but changes the governance structure, giving executive powers to the counties and allowing citizens to directly elect the county head.


The fourth option aims to create four large regions, consolidating smaller municipalities and moving toward a more centralized administrative model.


These options were presented for the first time by Arbjan Mazniku, co-chair of the territorial reform commission, during an expanded government–parliamentary group meeting held at the Palace of Brigades.


Meanwhile, the Speaker of Parliament, Niko Peleshi, stated from Maliq that these options will be opened for broad discussion, emphasizing that proposals from the Democratic Party of Albania will also be considered, with the goal of reaching a more consensual reform.


The territorial reform is expected to be one of the most important political debates ahead, as it directly affects administrative organization and local governance in the country.
