During an event held on September 4, 2025, where the checkpoints of the country’s future tourist route were established, Prime Minister Edi Rama delivered a strong message regarding the management of some of Albania’s most popular beaches, with a particular focus on Ksamil.

Describing it as a “violated beach,” Rama stated that Ksamil has become a negative example of mismanagement, where high prices and poor service are severely damaging the image of Albanian tourism. He emphasized that this destination can no longer be in the hands of those who see it merely as a profit opportunity without any standards or responsibility.

“Ksamil can no longer be prey to ignorants who see it as land to be conquered and treat tourists like slaves,” Rama said, criticizing the low level of services and unjustified prices set abusively.

Beaches should return to municipal management

The Prime Minister proposed that popular beaches like Ksamil and others that have become sources of stress for visitors should no longer be managed by private entities, but transferred to local municipalities. He mentioned the example of Himara, where municipal management has been carried out according to standards, with uniform umbrellas and controlled services.

“There is no reason for the public beach of Ksamil to be private, where overcrowding is linked to stress and miserable service. We must heal the beaches from this daily abuse,” Rama stated.

Differentiated approach according to beach size

The head of government made a distinction between small beaches and larger ones like Durrës, Shengjin, or Velipoja. According to him, while smaller beaches can be fully managed by municipalities, cooperation with private operators should continue for larger beaches, but in line with best practices and service standards.

Rama emphasized that public-private cooperation should not be based on abuses, but on clear criteria and the provision of quality service that matches the payment made by the citizen.
