The Appeals and Sanctions Commission strips Adriatik Lapaj’s cousin of her mandate. Here’s who will take the parliamentary seat

The Appeals and Sanctions Commission (KAS) partially accepted the request of the coalition “Shqipëria Bëhet” to challenge the decision of the Central Election Commission (CEC), which had awarded the mandate to Kleana Xhuveli in the Tirana electoral district.
After reviewing the appeal, ASC decided to transfer the mandate to Ana Dajko, a 60-year-old woman who is the mother of the leadership member of the movement, Vasil Dajko, and cousin of Adriatik Lapaj.
The case was examined in a tense session, with Elvis Çefa serving as the rapporteur. The debate focused on the validity of the resignations submitted by candidates from the closed list, which were handed in on May 11, after the voting process had started.
ASC member Ilir Rusmajli raised questions about the moral legitimacy of this action, considering it a form of betrayal toward the electorate: “The resignation was made after the voting process had started. Voters did not have the opportunity to reflect on this act. Isn’t this a betrayal of the voter?” he said.
The representative of “Shqipëria Bëhet” opposed this interpretation, calling the resignation an individual decision of each candidate and not the responsibility of the political subject. However, ASC ruled the resignation invalid, arguing that “under the law, it is null and cannot produce legal consequences.”
According to the final decision, ASC declared the revocation of Kleana Xhuveli’s resignation invalid and recognized Ana Dajko as the mandate’s rightful recipient, who comes from the open list.
This development is expected to increase tensions within the opposition coalition while strengthening the role of the “Shqipëria Bëhet” structures in parliamentary representation.
