654 Smart laboratories, AI assisted learning, and high-speed internet in every school: Are we ready?

The Ministry of Education and Sports has published the Digital Education Action Plan 2025–2030 for public consultation an ambitious strategy aiming to fundamentally transform the country’s education system by aligning it with European Union standards and leveraging the potential of new technologies, including artificial intelligence.


This plan emphasizes moving away from the traditional “one-size-fits-all” model toward a new approach in which educational content is tailored to each student’s pace, needs, and learning style. The goal is to increase inclusion and reduce the gap among students with different learning challenges, providing more opportunities for both individual and collective success.

Teachers remain a key link in this transformation. The plan includes training 16,000 teachers in digital skills and the use of artificial intelligence in teaching. The trainings will be mandatory, supported with individual assistance packages, and will be followed by periodic assessments of digital competencies to ensure that quality is maintained and updated in line with rapid technological developments.


To support this vision, the Albanian government has allocated 5.5 billion lek for the modernization of educational infrastructure. By 2027, 654 Smart laboratories are expected to be established in 615 schools nationwide, 5,500 laptops will be distributed to high school teachers, and high-speed internet connectivity will be provided to 95% of public schools.


A key component of the Action Plan is also the pilot implementation of artificial intelligence in teaching, with an investment of 32 million lek foreseen. At the same time, the plan acknowledges the challenges that technology use brings to the educational process, particularly regarding children. Therefore, clear guidelines will be developed for the ethical, responsible, and effective use of artificial intelligence in education, based on UNESCO principles for building a global consensus in this field.
