After public administration employees and doctors, a 2.5% salary increase is also proposed for 36,300 teachers and educators

After the 2.5% salary adjustment for public administration employees, police, and doctors, the beneficiaries of this measure are also expected to include pre-university education staff, including teachers, kindergarten educators, psychologists, and security officers.
The 2.5% increase will be applied to the gross salary for each job position. As with other public administration categories, pre-university education staff will also receive, in addition to the indexation, a seniority-based allowance.
The effects of the increase will be calculated from January 1, 2026.
The salary increase is outlined in the draft decision “On some amendments to Decision No. 425, dated June 26, 2024, of the Council of Ministers, on approving the structure and salary levels of teaching and other non-teaching staff in educational institutions and supplementary pre-university education institutions,” proposed by the Ministry of State for Public Administration and Anti-Corruption.
The draft specifies that the 2026 salary indexation is based on the consumer price change index, at a rate of 2.5%, and will be applied to all teaching and non-teaching staff in pre-university education, the same as for civil servants in all public administration institutions.
“Through this draft decision, the 2.5% indexation of the monthly gross salary element ‘salary per position’ is realized. Meanwhile, since the calculation of the other monthly gross salary element, the seniority allowance, is applied to the salary per position, this element is automatically indexed as well, ranging from 2.5% up to 5.17%.”
Specifically, the indexation of salary values per position is reflected in all three pay tables of Decision No. 425/2024 currently in force, for teaching staff, psycho-social service staff, and other non-teaching staff of educational and supplementary pre-university education institutions.
Additionally, for pre-university education staff—such as educators, dormitory supervisors, teachers, psycho-social staff, security officers, instructors, and coordinators—whose current position salaries range from 58,000 to 74,000 lekë per month, this draft decision provides, besides the 2.5% indexation, an additional increase in the position salary. This brings the total salary increase for these employees to approximately 3,000 lekë per month, or 4% to 5.17%.
About 36,390 teaching and non-teaching staff will benefit from the approval of this draft decision.
For 30,000 teaching staff, psychologists/social workers, and security officers in pre-university education institutions, under the Ministry of Education, the effects are estimated at approximately 114.5 million lekë per month for salaries and social and health insurance contributions.
For 1,500 teaching staff in the vocational education system, under the Ministry of Economy and Innovation, the effects are estimated at around 6 million lekë per month for salaries and social and health insurance contributions.
For 4,890 staff in preschool education, children’s cultural centers, and school dormitories, the effects are estimated at about 16.7 million lekë per month for salaries and social and health insurance contributions.
