Former Cadastre director arrested, accused of fraud and document forgery

The Deputy Director of the State Cadastre Agency in Dibër, Daniel Gjura, was arrested last night by the police as part of an investigation into a suspected scheme involving the illegal transfer of property ownership.
According to sources, Gjura had been declared wanted after a “prison arrest” security measure was imposed against him for the criminal offenses of “Fraud” and “Document Forgery”, allegedly committed in cooperation with others.
His arrest comes a few days after Dibër Police finalized an operation targeting a suspected criminal scheme involving property transfers. On June 17, following a seven-month investigation, 14 security measures were executed against employees and former employees of the State Cadastre Agency, as well as several individuals suspected of benefiting from the scheme.
Preliminary investigations indicate that current and former employees of the Dibër Cadastre office, in cooperation with a notary and other individuals, allegedly forged documents and carried out unlawful administrative actions to enable the transfer of real estate properties in favor of citizen T. D. and his family members.
Daniel Gjura had previously served as the director of the Cadastre office in Dibër. He was also a candidate for MP under the Socialist Party banner in the 2025 parliamentary elections.
Investigations into the case are ongoing, while authorities are working to fully clarify the role of each person involved in the file.
