From Korça to Shkodër and Vlorë: Here are the new property prices that will change the market from January 1, 2026

From January 1, 2026, property prices in Albania will increase. Here’s the new map across the country’s 12 counties: Coastal areas exceeding 2,000 euros per square meter.
Starting in 2026, real estate in Albania will cost more. The Ministry of Finance has prepared a new draft law setting updated reference prices for buying and selling real estate in all counties except the Municipality of Tirana. The draft is expected to go to parliamentary committees for discussion before final approval and entry into force.
New prices by county
According to the draft, Shkodër remains the most affordable county, with prices ranging from 10,500 lek/m² in Fushë-Arrëz to 75,000 lek/m² in the city of Shkodër.
In Gjirokastër, prices start at 17,000 lek/m² in Memaliaj and reach up to 63,000 lek/m² in the county capital.
In Berat, the minimum price is 26,000 lek/m² in Skrapar, while the highest is 55,000 lek/m² in Berat.
In Fier, a property can be bought for 32,000 lek/m² in Patos, while the maximum reaches 62,000 lek/m² in the city of Fier.
In Korçë, Kolonja holds the lowest price at 31,300 lek/m², while in the central area of Korçë municipality, it reaches 70,000 lek/m².
In Kukës, values range from 32,000 lek/m² in Bajram Curri to 58,000 lek/m² in Kukës city.
In Lezhë, the lowest price is 36,000 lek/m² in Milot, and the highest 70,000 lek/m² in Shëngjin.
In Dibër, prices fluctuate from 40,000 lek/m² in Klos to 52,000 lek/m² in Peshkopi.
In Elbasan, from 40,000 lek/m² in Belsh to 60,000 lek/m² in Elbasan city.
In Durrës, prices range from 43,000 lek/m² in Shijak to 200,000 lek/m² in Zone 13 of the city, making it one of the most expensive areas in the country.
In Vlorë, prices start at 31,000 lek/m² in Finiq and go up to 200,000 lek/m² in Zone 7 of the city, which also includes Sazan Island.
For Tirana county, outside the capital, prices vary from 46,000 lek/m² in Rrogozhinë to 75,000 lek/m² in Kamëz. Within Tirana city, current values remain up to 228,000 lek/m² in Unit No. 5.
How the prices are calculated
The new methodology is based on sales data from the past four years, geographical location, and urban system of each area, taking into account future trends in the real estate market. Prices are divided by property type: apartments, houses, commercial units, garages, and basements.
Higher prices for commercial units
The price for commercial, service, or production units is 1.5 times higher than the reference price of the respective area, while in Tirana this ratio is doubled. Additionally, Municipal Councils will have the right to adjust reference prices by ±30% from the values set by the Ministry of Finance.
In conclusion, from January 1, 2026, buying property in Albania is expected to become more expensive, especially in coastal areas where prices exceed 2,000 euros per square meter, positioning the Albanian real estate market increasingly closer to regional standards.
