IUAE President Kaptelli: The government has failed to protect the figure of the teacher. Education is in the hands of political appointments.

The President of the Independent Union of Albanian Education (SPASH), Nevrus Kaptelli, in an interview on the show “Epiqendër” with journalist Sonila Musai, made direct accusations against the government and state institutions regarding the alarming state of education in the country.


Taking Italy as an example, Kaptelli suggested a direct model: “In Italy, problematic students are fined. The state acts and protects the education system. Why shouldn’t the same happen here?”


According to him, without disciplinary measures and a serious institutional approach, schools risk becoming environments where teachers feel unprotected and undermined.



Kaptelli raised a strong concern, denouncing the way the teacher training system is functioning in pre-university education.


“The provisions in the pre-university education law regarding trainings must be implemented point by point. No deviations can be allowed on such an important matter,” Kaptelli said firmly.


He added that professional trainings for teachers, which are one of the main pillars for improving education quality, cannot be irresponsibly delegated.


Kaptelli called on institutions to follow the law and ensure that every training is certified, professional, and properly monitored, not just on paper, but also in practice.



The President of the Independent Union of Albanian Education also raised a concern, openly denouncing the alarming situation of appointments in Albanian schools.


“There are dozens of cases where teachers are teaching outside their professional profile. You’ve seen it yourselves the school principal in Selishtë, Dibër, has only a secondary education, while his teacher holds a university degree,” Kaptelli said.


He added that these cases are not exceptions, but a direct consequence of political interference in education.


According to him, this situation severely damages the quality of education and demotivates teachers who have invested many years in their professional training.
