Korçë / Fraudulent bailiff swindles citizen out of 10 million lekë over a social housing apartment

On January 8, we reported the case of a citizen from Korçë, Zamira Kulla, who holds a court ruling in her hands but still has no solution.

In 2013, Zamira fell victim to a fraud scheme after a citizen, Andi Janko, and private bailiff Andrea Katundi promised her a social housing apartment from the Municipality of Korçë, taking 10 million lekë from her.

The money was transferred through the bank in the name of bailiff Andrea Katundi, but the promise of a social housing apartment was never fulfilled. When Zamira Kulla realized she had been defrauded, she decided to turn to the Korçë District Court.

The court found both Andi Janko and bailiff Andrea Katundi guilty, declaring the latter a debtor for the amount taken from the woman.

The Court of Appeal also upheld the first-instance ruling, making it final. Under these circumstances, the case was forwarded to the State Bailiff’s Office in Korçë.

However, more than 10 years later, the ruling has still not been enforced. The main obstacle is related to the fact that Andrea Katundi has taken out bank loans and has placed his apartment under bank seizure.

The Bailiff’s Office seized an apartment jointly owned with Katundi’s spouse, but the process stalled.

Following our report, citizen Zamira Kulla told us that the Korçë Bailiff’s Office informed her that debtor bailiff Andrea Katundi had returned 5 million lekë and would repay 300,000 lekë each month until the obligation is fully settled.
