Response from the Municipality of Pogradec!

The Municipality of Pogradec, through this statement, clarifies the public regarding the draft decision related to the “Leasing of state-owned land in Çerravë.”
We inform you that:
The initial draft decision, proposed and consulted with the residents of Çerravë, covered an area of 65 hectares and 8,459 m². During five consultative meetings, residents expressed their concerns and suggestions, which were taken into account by our institution.
Residents requested a revision of the area, removing zones classified as pastures, which are used for village livestock. This request was accepted, and the area was reduced from 65 hectares 8,459 m² to 34 hectares 6,660 m², an area with orchard status. This revised version of the project was again discussed with representatives of the residents, and a preliminary agreement was reached.
The draft decision, now with the reduced area and without affecting the pastures, was reviewed by the Committees of the Municipal Council and subsequently presented for approval at the next Municipal Council meeting, held yesterday.
Councilors, who had previously been familiarized with the material and after detailed explanations from field specialists who confirmed that the new map does not affect pasture areas approved the draft decision with 20 votes in favor.
We also clarify that representatives from the village of Çerravë were present at the meeting, following and participating in the discussions. During the debate, there were tense moments and the use of inappropriate and offensive language toward Council members.
After the approval of the draft decision, one of the attendees became agitated and used offensive language, which led to a reaction from a Council member, escalating into a physical altercation between the parties.
The incident has now been referred to law enforcement authorities, who will clarify the circumstances and assign the appropriate responsibilities.
In conclusion, the Municipality of Pogradec emphasizes that it has full legal authority to protect the land and enforce regulations regarding the administration of state-owned lands in its territory, including leasing them to individuals or entities for development purposes.
At the same time, the Municipality remains an open institution for dialogue and consultation with the community, listening to and reflecting on citizens’ concerns, as has been done with the residents of Çerravë.
