SCANDAL/ Doctor prosecuted for refusing to provide services in the public hospital for private gain, thousands of euros found in his home

The Prosecution Office at the First Instance Court of General Jurisdiction in Fier has registered criminal proceedings no. 929, dated July 1, 2025, for the criminal offenses of "Abuse of office" and "Passive corruption of persons exercising public functions," as provided by Articles 248 and 259 of the Criminal Code.

The investigation began following preliminary information that citizen G.T., a radiologist at Fier Regional Hospital, was involved in corrupt activities with patients receiving services at the hospital.

It is suspected that during official working hours, while required to serve at the public hospital, the doctor left his workplace and provided medical services at the private hospital “A” and the private clinic “I.M.”, both located near the regional hospital.

Following the registration of the criminal case, proactive investigative actions were authorized, including public surveillance and simulated operations to document the illegal activity. During these operations, instances of corruption and abuse of duty were confirmed. Specifically, two episodes of receiving unlawful monetary benefits were documented through simulated operations authorized by the prosecution, on October 29 and October 31, 2025.

After several months of investigation using special investigative techniques, G.T. was caught in the act. During his personal search, the money received in the simulated operation was found a total of 27,800 lekë, which was seized as evidence.

Following the arrest, the prosecution requested the security measure “arrest in prison” as per Article 238 of the Criminal Procedure Code.

However, the Fier Court of First Instance, with its decision dated November 3, 2025, deemed the arrest lawful but imposed the lighter measure of “house arrest,” as provided by Article 237 of the Criminal Procedure Code.
