The guidelines for teacher licensing after 2011 are under review, as the Court of Appeal examines the case

The Administrative Court of Appeal rejected the request from the organization “Drejtësi Sociale” for the immediate suspension of the directive that prevents teachers hired after 2011 from taking the qualification exam without first passing the licensing exam.
The court will continue to review the lawsuit on its merits, without issuing any preliminary suspension.
Two days ago, “Drejtësi Sociale” filed a lawsuit seeking the annulment of Directive No. 12, dated February 24, 2025, which requires a category of teachers to pass the licensing exam; otherwise, they cannot enter the qualification process.
Gentian Sejrani, lawyer and head of the organization, said the lawsuit was filed due to concerns from dozens of teachers hired after 2011 who have not passed the state exam.
According to him, some teachers have passed the first phase of qualification, but the obstacle arises in the second phase, which takes place after 10 years of work in the profession.
Currently, the teacher qualification system includes three levels: after 5 years, “qualified teacher”; after 10 years, “specialist teacher”; and after 20 years, “master teacher.”
These levels correspond to salary increases of 5%, 10%, and 20%, respectively.
Sejrani stated that the directive creates direct inequalities in both pay and professional treatment compared to their colleagues.
