Xoxa - Veliaj case / Testimonies reveal how money was funneled to the mayor’s wife without any business activity

Abigeila Voshtina, former General Director of TKOB, testified before SPAK prosecutors regarding the scandalous abuses involving Ajola Xoxa and her associations, strongly supported by the influence of her husband, the mayor, now arrested.


Reviewing parts of the SPAK case file passed to the Supreme Court (GJKKO), it stands out that Xoxa attempted to justify receiving money and covering expenses for activities that never actually took place.


Large-scale theft related to events that never happened.

Regarding the company ASLV, Voshtina stated it was selected at the insistence of Ajola Xoxa, who claimed that only this company could meet the technical requirements of the Festival. To justify payments, TKOB planned several additional shows in the artistic calendar, although the ASLV service was really only needed for two shows. According to her, this practice was used to justify a large sum of money requested by Ajola, and many of ASLV’s activities in this context were fictitious.


Finally, Voshtina admitted that for a show titled “Music in the Stormy Years” there was no need for lighting services from ASLV, but it was included in the contract to cover expenses requested by Ajola for the festival. These expenses were justified as paid by Ajola Xoxa and were requested to be recovered through contracts and operators like ASLV and Rametal.


Continuing to read the many testimonies, it becomes clear that Xoxa not only used fictitious events to embezzle money but also forced others to sign off on them. Voshtina declared the same in her testimony—she did it because she feared Veliaj, the mayor, now behind bars.


Further “gems” appear below. Adela Kondakçi, former financier of Ajola Xoxa’s NGOs and the legal studio “Partner Law,” who now has the status of cooperator with the Special Prosecution, reveals other details about activities organized by Ajola Xoxa.


Ms. Kondakçi stated that initially, funds were supposed to be distributed through a normal procurement procedure, but due to tight deadlines, TKOB and Ajola, along with other representatives, agreed that the budget distribution would be done via direct procurement to certain companies.


She declared that the selected companies were Rametal Shpk, which would receive a part of the funds and then pass it to Partner Law; and ASLV Shpk, which would receive part of the funds and pass it to Ava Studio. These companies were used to receive funds from TKOB and transfer them to other companies managed by Ajola, simulating services that were not actually performed.
