2024 under surveillance: Here’s how many people were wiretapped and which city is the ‘hottest’?

In the Albanian Parliament, a joint meeting was held today between the Committee on Legal and Public Administration Affairs and the Committee on Citizen Initiatives, Cooperation, and Institutional Oversight. During this hearing session, leaders of judicial institutions reported their updates.

The Prosecutor General, Olsian Çela, presented a report on the state of crime for 2024. According to him, during the past year, 61,167 cases were reviewed and 47,576 criminal proceedings were registered. He emphasized that Tirana had the highest number of proceedings, while Dibra and Kukës had the lowest figures in the country.

An important part of the report concerned wiretapping measures. According to Çela, in 2024 a total of 2,159 individuals were wiretapped using 2,361 different devices. Of these, 933 wiretaps were carried out with court authorization, while 538 others were performed with the authorization or order of the prosecutor.

The Prosecutor General also addressed security in judicial institutions. He stated that the security service provided by the company "Illyrian Guard" has not proven effective, and this remains an issue that requires immediate resolution.
