End of identity cards? Government proposes new draft law for “digital wallets”, what will be invested in over the next 10 years?

Albania is moving toward a major change in how citizens are identified.


The government has proposed a new draft law aiming to shift from physical identity cards to digital identity stored on electronic devices.


The plan foresees the creation of a “digital wallet,” where each citizen can store their personal data and use it for various online services.


With this system, it will be possible to sign documents, submit applications, and verify information without needing physical documents, with the same legal validity.


The change also aims to align with European Union standards and enable recognition of electronic identity abroad.


On the other hand, this transformation requires significant investment.


According to estimates, building and maintaining the system over the next 10 years is expected to cost around 703 million lek, covering technology, security, and necessary certifications.


The process is not simple and requires high technical capacity.


One of the key concerns remains the protection of personal data, which is considered a sensitive element in this project.
