Fiscal Reform 2026–2030: Tax amnesty, property revaluation, and new benefits for citizens and businesses

What citizens and businesses gain from the fiscal reforms toward the EU: lower taxes, debt forgiveness, and greater support for farmers.


The government has unveiled a new fiscal package aimed at aligning Albania’s economic system with European Union standards by 2030. Finance Minister Petrit Malaj, through a social media announcement, presented the main points of this ambitious plan, which seeks to ensure sustainable growth in budget revenues up to €10 billion by the end of the decade, with an average annual increase of €311 million, primarily driven by an expanded tax base.


“Fiscal Peace” and business relief


One of the reform’s key pillars is the “Fiscal Peace 2026–2029” initiative, which foresees the forgiveness of overdue tax and customs liabilities, creating a renewed relationship of trust between taxpayers and the state administration.


This measure will significantly ease the fiscal burden on citizens and businesses, while also encouraging economic formalization.


Similarly, the 0% tax policy for small businesses will continue until 2029, supporting enterprises that generate local employment and income.


Support for agriculture and VAT review


The agricultural sector will receive special attention in this strategy. The Ministry of Finance announced plans to review the VAT scheme for farmers, in line with best practices from the European Union.


Farmers will benefit from compensation of up to 10% of VAT on every purchase of inputs, goods, or services related to their production chain.


Property tax reform


Another major component is the reform of the property tax system, which will be based on the real market value of properties using an updated reference price methodology.


To encourage accurate property declarations and reduce informality, a new property revaluation process will open, with a reduced tax rate of just 5%, applicable to both individuals and legal entities.


In conclusion, Minister Malaj emphasized that these reforms will create a fairer, more transparent, and more competitive fiscal system, placing Albania firmly on the path toward European Union membership by 2030.
