From 0.05% to 0.2%: How the property tax will change from 2028

The implementation of the new property tax, which was initially planned to take effect in 2026, will be postponed by two years and is now expected to start in 2028.
The Ministry of Finance has announced that a new draft law is being prepared, which will be approved in 2026 and will come into effect together with the Fiscal Cadastre in 2028. The delay comes after consultations and necessary preparations to build a modern taxation system based on the market value of real estate.
The previous draft law, published for consultation in 2023, had planned the introduction of the new tax for buildings in 2026 and for plots, land, and agricultural property in 2028.
According to the proposals at that time, the tax rates would be:
From 0.1% to 0.2% for residential buildings (compared to the current rate of 0.05%);
From 0.15% to 0.25% for commercial buildings (compared to the current 0.2%);
From 0.15% to 0.25% for agricultural and industrial buildings.
The new draft currently being prepared is not expected to change the tax coefficients for buildings, plots, and agricultural land proposed earlier, which are aligned with the standards of regional countries.
