No more cables in the air: The new law that is changing the look of Albanian cities

The chaotic placement of internet cables in the air and on building facades, a widespread phenomenon in Albanian cities, appears to be coming to an end. In addition to creating a disorderly appearance, these cables also pose a risk to public safety.
One of the main changes is the requirement that every new construction, as well as any building undergoing deep reconstruction, must be equipped with internal infrastructure for fiber optics. This means that internet networks will no longer be installed externally in a disorganized way, but will instead be integrated داخل buildings from the construction phase.
With the new rules, every operator will have the right to provide its services in a building through a shared “access point.” This will increase competition and give citizens more choices.
Another innovation is the creation of a centralized information system, which will be managed by the Authority of Electronic and Postal Communications (AKEP). This system will enable coordination between operators and institutions for the shared use of existing infrastructure, such as roads, water supply systems, and energy networks.
For example, if a road is opened for works, telecommunications operators will be able to install fiber optic ducts at the same time, reducing costs and avoiding repeated interventions.
The draft is currently open for public consultation for a period of 20 days. If approved, it is expected to mark an important step toward modernizing Albania’s digital infrastructure, treating the internet as a basic service, just like water and electricity.
