The topic of smart electricity meters has returned to attention with the new draft law for the energy sector, which sets out specific rules for their use and a possible implementation plan.
According to “Article 91,” the installation of these devices will not happen immediately. First, a full analysis will be carried out to determine whether the project costs are justified by the benefits it brings.
The Energy Regulatory Authority (ERE) will define the technical rules of the system, while the distribution operator will assess whether the investment is economically viable for large-scale implementation.
If this analysis is positive, a detailed 10-year plan will begin for installing smart meters across the entire country. The goal is for at least 80% of consumers to be equipped with these devices within 7 years from the start of the process.
The project cost will be gradually distributed and is expected to be reflected in network tariffs. ERA will oversee this process to ensure that tariffs are fair and that consumers truly benefit from the new system.
If the analysis is negative, mass installation will not take place. However, every citizen will have the right to request a smart meter for personal use, paying the cost themselves. Meanwhile, the situation will be reassessed every four years depending on technological and market developments.
As for current meters, they will continue to be used only if they meet the new technical requirements. Devices that do not meet these standards will need to be replaced by 2031.
