The Parliamentary Group of the Democratic Party has filed a criminal complaint with SPAC (Special Anti-Corruption and Organized Crime Structure) against the Speaker of Parliament, Niko Peleshi, for “Abuse of Duty.”
According to the complaint, Peleshi allegedly blocked a meeting of the Council of Mandates to review SPAC’s request for the removal of the mandate of Belinda Balluku, aimed at her arrest.
Details of the complaint:
The Democratic Party deputies argue that with document no. 43019, dated December 16, 2025, the Special Prosecution for Corruption and Organized Crime (SPAC) requested parliamentary authorization to arrest or remove the parliamentary immunity of Belinda Balluku, Deputy Prime Minister and Minister of Infrastructure and Energy. The Council for Rules, Mandates, and Immunity was scheduled to meet on December 19, 2025, at 10:30 to review this request.
However, the Speaker, Niko Peleshi, allegedly suspended the meeting arbitrarily without a formal decision and without scheduling a new session, citing the need to give members and parties time to review the supporting documents.
Despite repeated requests from five Democratic Party council members on December 22, 23, 29, 30, 2025, and January 6, 2026, to hold the meeting, Peleshi reportedly refused each time. The deputies argued that there had been sufficient time to review the documents and prepare a defense, and that prompt discussion was necessary to avoid obstructing SPAC’s investigation, especially considering concerns about potential evidence tampering by Balluku.
The complaint claims that by refusing to convene the Council and notify the agenda, Peleshi violated Article 13, Paragraph 6 of the Parliamentary Rules, abusing his public function, and thereby damaged both the deputies’ right to hold the meeting and the progress of SPAC’s investigation.
In these circumstances, the Democratic Party asserts that Peleshi committed all four elements of the objective side of the criminal offense of “Abuse of Duty,” harming the state’s and citizens’ interests.
