Starting from January 1, how much will the building tax increase for houses and shops in 119 areas across the districts?

Starting January 1, 2026, reference prices for apartments in the districts will come into effect. The number of cadastral zones will increase from 65 to a total of 119. These reference prices are expected to raise citizens’ obligations for building taxes on residential properties and shops, as the taxable base of a building is calculated based on these reference prices. *Monitor* has calculated the changes in tax obligations for the 119 new cadastral zones.
The highest increases in reference prices are proposed for the Durrës region, particularly cadastral zone no.13, which corresponds to the area of the Durrës port where the Durrës Yachts Marina project is underway. The current reference sale price of apartments in this zone is 67,500 ALL per square meter, while the proposed price is 200,000 ALL, an increase of 196%. A citizen owning a 60 m² apartment in this zone currently pays 2,025 ALL per year (or 168 ALL per month) via the water bill. From January 1, the building tax obligation will rise to 6,000 ALL per year (or 500 ALL per month). Similarly, the tax for commercial premises will rise proportionally. For example, a shop of 90 m² currently paying 12,150 ALL per year will pay 36,000 ALL.
Significant increases are also proposed for Kamzë municipality. The reference price per square meter has risen from 52,000 ALL in 2019 to 72,000 ALL, a 44% increase. For a family owning a 60 m² apartment, the annual tax will rise from 1,560 ALL (130 ALL per month) to 2,250 ALL (187 ALL per month). For a 90 m² shop, the annual tax will increase from 9,360 ALL to 13,500 ALL.
In Vlorë, the reference price of 61,800 ALL per square meter will be divided into seven cadastral zones with prices ranging from 45,000 to 140,000 ALL per square meter, while Sazan Island will have a reference price of 200,000 ALL. Price increases in Vlorë reach up to 58.6% compared to 2019. For a 60 m² apartment in cadastral zone no.1, the building tax will rise from 154 ALL per month to 245 ALL per month (2,940 ALL per year). For businesses, the annual building tax will rise from 11,124 ALL to 17,640 ALL, an increase of about 59%.
From January 1, 2026, the law on property valuation with reduced tax rates is also planned to begin. The tax, currently 15%, is proposed to be reduced to 5%. Additionally, the new real estate tax was initially scheduled to start in 2026. However, the Ministry of Finance is preparing an entirely new draft law, expected to be approved next year, with implementation planned from 2028. The period 2026-2027 will be used to prepare all necessary acts and regulations.
