The government announced the pension reform; 75,000 pensioners will not receive compensation this year

Many pensioners were surprised this January, as their pension did not change, even though the government announced that 2026 is the year of pension reform.
Public institutions have communicated only the amount of the increase for the respective categories, but the government decision that has been published provides for limitations and exclusions.
“E-Zonë” has learned that as a result of these restrictions and imposed ceilings, around 75,000 pensioners will not benefit by a single lek from the compensation.
Teuta Nunaj, an economics expert, during an interview for “Vizion Plus”, explained that even those who do benefit, if they are close to the set ceilings, will receive a minimal amount.
“For the full urban old-age pension, the ceiling was 40,000 lekë. This means that if the pension amount exceeds this limit, the pensioner does not benefit. But even if the full urban pension is 39,000 lekë, the compensation amount is only 1,000 lekë, so the full 1,800 lekë as provided by the decision is not received. The same methodology has been applied to partial urban pensions, where the ceiling was set at 22,000 lekë; for rural and family pensions the ceiling was 18,000 lekë, while for persons with disabilities the ceiling was 30,000 lekë. Anyone whose pension is within these limits will receive a minimal increase and it must not exceed these ceilings,” said Nunaj.
According to the expert, this scheme creates inequality, as it creates two groups: those who benefit and those who are excluded.
“With the scheme being applied, I would not call it a pension increase, not even a bonus spread over 12 months. This scheme is called compensation. So it does not increase the pension amount, but increases allowances. This means that these allowances will not be part of the indexation calculation,” Nunaj said.
If the pension reform continues with the same methodology in the coming years, once again thousands of pensioners will remain excluded.
