The law enters into force!
Starting today, the strict order of Prime Minister Edi Rama comes into effect, mandating the punishment of any entity trading goods without a tax invoice.
The operation is primarily focused on food markets, especially meat and dairy products, where the level of informality remains high, posing a risk to fair competition, state revenue, and food safety.
Finance Minister Petrit Malaj and Agriculture Minister Anila Denaj declared that as of this Monday, any product sold without an invoice will be immediately confiscated.
Inspections will be intensive and conducted daily, with the direct presence of the ministers in the field, both in retail markets and wholesale points.
"A tax invoice is not just a piece of paper, but a guarantee for the consumer and a legal obligation for every trader," said Minister Denaj. She warned of severe measures against violators, including confiscation of goods and administrative or criminal penalties.
Meanwhile, Minister Malaj emphasized that these are not sporadic operations, but part of a long-term strategy to formalize the agri-food sector.
"The excuse 'I got it from the village' will no longer be accepted. Every product must have the proper documentation. If there’s no invoice, there’s no place in the market," Malaj stated.
The measures will cover the entire chain—from producers, processors, wholesalers and retailers, all the way to the consumer. The government underscores that the goal is not to penalize honest farmers or sellers, but to put an end to illegal practices that harm the economy and the consumer.
According to the authorities, citizens themselves have a key role to play: they are urged to request an invoice for every purchase and to report any abuses. This initiative signals a new era of fiscal discipline in Albanian markets, where tolerance for informality will be zero.
