200 lek fee per passenger / Travel companies will pay for the new passenger data system

For every passenger they transport, transportation companies will have to pay a new fee. All companies — including those in the maritime, air, and land sectors that carry travelers — will be required to pay an additional charge per passenger.


According to a decision published in the official gazette, every transportation company, including those operating in the maritime, air, and land sectors, will have to pay 200 lek per passenger to cover the costs of the system that collects and processes travel information — data that helps the state better monitor entries and exits from the country.


But what procedure will these companies follow to report passenger information?


“Transport operators, by the 5th of each month, must submit to the Travel Intelligence Sector a report containing data on the passengers transported during the previous month. The Travel Intelligence Sector, within five working days, verifies and confirms the data on the number of passengers and forwards it to the economic operator providing the service for the transmission and processing of travel information,” stated the Minister of Infrastructure and Energy.


The data — which will mainly include passenger travel dates, destinations, and cancellations — will be used by the Travelers’ Intelligence Sector (TIS), a system managed by the General Directorate of Police. However, it remains to be seen whether this fee will be passed on by companies to passengers through ticket prices. The value of the fee will be reviewed over the years.


“After the first year, the amount of the fee will be reviewed and set at a fixed rate, subject to revision every three years. The revenue from this fee will be used to cover the costs of transmitting and processing travel information,” the minister added.


If companies fail to make payments on time, fines will be imposed according to the law on delayed obligations. The government says that this fee aims to ensure greater security in passenger movement and transparency in the management of their data.
