Fraud with agricultural funds in Korçë: 36 million lek for a tractor with subsidy

On January 26, the TV show “Stop” on Tv Klan broadcast the case of Mr. Xhuma Halimllari from Korçë, who runs a business selling seedlings.

While trying to buy a tractor, he applied to the Agricultural and Rural Development Agency (AZHBR) for a subsidy, but his application was rejected. Through a mutual acquaintance, he was introduced to Rediana Hysaj, who presented herself as an AZHBR employee.

They signed a consultancy contract, under which Xhuma Halimllari paid 3.6 million lek (old lek). However, the subsidy was never granted, the tractor was not purchased, and the money was not returned. This situation lasted about five years.

According to verifications with AZHBR, Rediana Hysaj had never been an employee of the institution, and there had been no second application after Halimllari’s initial rejection. In conversations between Rediana Hysaj and the citizen’s wife, Rediana acknowledged the financial obligation and promised to return the money.

But this did not happen. Contacted by phone, Rediana stated that she no longer practices the profession. After all these efforts, Rediana Hysaj contacted Halimllari’s son, promising to return the money.

In fact, after the broadcast, the citizen contacted the program to report that he had received the money he had given to Rediana Hysaj.

“After the program was aired, I got my money back. I received 32,000 euros,” said Xhuma Halimllari.
