Social housing: 1.25 billion ALL allocated to support families in need in 2026

The social housing program continues to remain one of the main pillars of public policies aimed at supporting families and individuals in need, with the goal of ensuring access to adequate and affordable housing for groups that cannot cope with housing market costs.

According to official data from the Ministry of Finance, the medium-term objective of this program is to provide housing by 2030 for around 35,000 individuals and families who have applied for support and are facing economic hardship.

The program envisages a combination of financial and social instruments, aimed not only at securing housing, but also at improving living conditions and promoting the social integration of beneficiaries.

For 2026, the budget planned for financing social housing measures amounts to around 1.25 billion lekë. This fund will be used for several support schemes that address different beneficiary categories.

One of the main measures is the payment of the rent bonus, from which around 1,900 families are expected to benefit. For this purpose, a fund of 200 million lekë has been allocated, aiming to ease the financial burden of rent for low-income families.

At the same time, self-investment schemes will be implemented to improve living conditions, targeted at women and men from social groups in need. Under this measure, an average of 350 beneficiary families are planned, with a total cost of 350 million lekë. These schemes aim to encourage the active involvement of beneficiaries in improving their homes and living conditions.

Another important component of the program concerns rent subsidies for families expropriated by the Tirana Great Ring Road project. For 2026, support is planned for 92 beneficiary families, with a fund of 10 million lekë.

Attention is also given to the most vulnerable groups, such as abused women and girls, as well as single-parent families. The projected cost for the social housing of around 2,000 women and girls from these categories exceeds 132 million lekë.
