Government program: average pension of 400 euros by 2030

The government’s objective is to reach an average pension of 400 euros for individuals who have fully contributed to the social security system and a minimum pension of 200 euros by 2030.
This step is part of a broader plan aimed at strengthening social protection and raising the standard of living for pensioners.
As part of this plan, Albanian authorities are working closely with World Bank experts to design a new pension system reform, which will improve support for over 721,000 pensioners in the country.
The government has also committed to a full digitalization of the social security system, which will provide faster and more accessible services for citizens. This process will increase transparency and traceability of contributions, reduce informality in the labor market, and encourage the declaration of real wages.
An important part of this plan is the commitment to reducing informality in the labor market, as well as providing systematic counseling for employers and employees. This will help expand the contribution base and ensure support for improving pension levels.
According to projections, by 2030, pensions will cover about 40% of the income individuals earned during their working years, an important step toward securing a dignified and safe future for citizens.
Another initiative already underway is the cross-border portability of pension benefits.
